Vehicle import regulations of Panama

While importing a vehicle in Panama, duty tax is around 30%, which depends upon the value of the car. According to Panamanian customs laws, automobiles coming to Panama are subject to import tax except for those belonging to qualified diplomats, members of international organizations, persons with Retiree status, or U.S. contractor. 
Duty free importation of only one vehicle is allowed to diplomats, members of international organizations, persons with Retiree status, or U.S. contractor. For other auto, import duties have to be paid.

Vehicle import regulation of South Sudan

Age Limitation :
No age limitation on used vehicles imported in South Sudan.
Inspection :
There is no mandatory pre-shipment inspection on used vehicles imported in South Sudan.
Taxes and Duties :
Importers must pay the required duties, taxes and fees and receive an official release order for the goods. Duties, taxes and fees should be payed before releasing the goods. Exemption on taxes is provided by Central Government.
Documents required for port clearance :
  • Original Certificate of Title
  • Original Registration certificate
  • Bill Of Lading
  • Supplier's Invoice(s)
  • Duties and Taxes exemption certificate, if any
  • Driver's License and International Insurance Policy
  • Diplomatic exemption documents
All importers need registration with the Import/Export Registry at the Ministry of Foreign Trade. All commercial imports into Sudan require an Import Declaration Form (IDF).
When the importer applies for an Import Declaration Form (IDF), the information to be filled in is provided by the supplier with a Proforma Invoice.
Proforma Invoice must contain :
  • Specification and clear description of the quantity and quality of the goods.
  • Freight on Board (FOB) value
  • Freight Value (If applicable)
  • Currency of Payment
  • Mode of Transportation
  • Country of Origin of the goods issued by the competent authority in the Country of origin.
  • Insurance value (if applicable)


For commercial vehicle importation, importers or their appointed customs agent must present
  • Import Declaration Form (IDF)
  • Commercial Certificate of Origin
  • Quarantine License (where necessary)
  • Sudanese Standards and Metrology Organization (SSMO) requirements or other documents for specific type of goods and complete bank formalities.

Importers must pay the required duties, taxes and fees and receive an official release order for the goods. Duties, taxes and fees are payable before releasing the goods except direct delivery goods.

For Imports through Kaya border the customs clearance has to be done at the border or at Yei. With regard to imports through Kapoeta the customs clearance can be done at the border or at Juba. Presently at Yei, customs are taxed under a tariff regime of 0 to 20%. At Juba the regime is from 0 to 45%. All vehicles custom cleared at Yei can also be registered at Juba.

Importing a Foreign Vehicle to Bulgaria
A private vehicle may be temporarily imported and used on Bulgarian roads for up to six months as long as the vehicle has a minimum third party insurance policy. However, a foreign-registered car can only be used by the owner or someone they give a written permit for limited purposes, for example a mechanic at a garage to carry out a necessary repair.
Foreigners moving to Bulgaria with a new or used foreign registered car should go to the local Road Traffic Office to begin the registration process. Once a foreigner becomes resident in Bulgaria, they should register their vehicle on Bulgarian registration plates.
EU/EEA citizens do not need to pay import duty on a used car that they have owned for over six months and driven 6,000 Km prior to entry in Bulgaria. Owners of cars brought from outside the EU/EEA will need to pay import duty on the vehicle.
Documents Required to Register a Private Vehicle in Bulgaria
The vehicle must be registered in the same name as the original registration documents. To register a vehicle in Bulgaria go to the local Road Traffic Office with the following documents.
  • Proof of identity
  • Original receipt/bill of sale
  • Proof of residency or employment contract
  • A valid roadworthiness certificate (талон за Годишен технически преглед)
  • Vehicle registration documents
  • Receipts proving that Bulgarian vehicle tax (Данък МПС) has been paid. The amount paid depends on the age and model of the car
  • Proof of minimum third party insurance
  • Proof of payment of customs duty for non EU/EEA vehicles
Note: Vehicles imported from outside the EU/EEA will need to undergo a technical test. Right hand drive (RHD) vehicles must have the headlights adjusted before registration.
At the same time, the owner will be issued with Bulgarian registration plates; these are paid for at the Road Traffic Office. Present these plates as proof of payment in order to receive the registration documents.
Once the vehicle has been registered on Bulgarian plates, the owner may not sell it within the first year.

Eco-tax
An environmental tax called eco-tax (Еко такса) must be paid for all cars imported from outside the EU. The amount paid depends on the age of the vehicle; it applies to all vehicles. This tax must also be paid for all cars over ten years old imported from an EU/EEA country.
