On February 6, Volvo Construction Equipment (Volvo CE) concluded international trade agreement of its products with SK C&C Co., LTD Encar, the automobile export specialist.

Global Used Car Marketplace, leads to “Korean Wave” in auto industry


Access to over 186 countries to Korean used car web, Sales increased dramatically.

The laws governing the importation of vehicles into Ghana is the Ghana Customs, Excise and Preventive Service (CEPS) (Management Law) PNDCL 330 of 1993, Sections 46, 47, 48, 78-94, 123-192. This law is complemented by CEPS (Management) Act 1998, (Act 552), Act 565, Act 598 of 14th April, 2001, Commissioner’s Orders and other Service instructions on vehicles.
Vehicles are categorized by the engine capacity e.g. 1.6cc, 2.0cc, 2.5cc, etc.
  • By the seating capacity e.g. 5, 10, 30, 50 persons
  • By usage/purpose e.g. Buses, trucks, tippers, lorries etc
  • By age
The age of a motor vehicle imported under the law is calculated with effect from the year in which the motor vehicle was first manufactured. The age of a vehicle is a crucial determinant in valuation for duty purposes. In arriving at the age of vehicles, Customs uses the model year reckoning index which normally gives a round year age point e.g. 1990 or 2000 or the dealer chart matrix.
The model year reckoning index vehicles are those whose ages can be determined from a letter in the 10th position in a 17 character rotation counting from the left. Such vehicles include:
  • All US and Canadian vehicles
  • All Korean vehicles
  • Japan (Mitsubishi, Isuzu)
  • German (Opel, VW, Audi)
  • Sweden (Volvo, Saab)
For example, an Opel Vectra vehicle with the chassis number viz: WOL000087N1658971 is a 1992 model.
Vehicles that have their ages falling under year of manufacture are the vehicles whose age can be determined from charts based on the records of manufacturers’ batches of production. Such vehicles include:
German, Japanese and Dutch vehicles e.g. Mercedes Benz, M.A.N Diesel, Toyota, Nissan, DAF etc. These vehicles have their ages determined by reading a chart furnished by the dealers of the type of vehicle.

German automaker Audi will open its first showroom in Cambodia next year following Porsche, also under the Volkswagen AG (ETR:VOW3) banner, and Bayerische Motoren Werke AG (ETR:BMW)'s BMW, to break into the Southeast Asian nation’s tiny but growing new car market.

“The premium automotive market in Cambodia is a niche market sizeable enough to allow an investment in the proper facilities with a reasonable profit return,” Laurent Genet, chairman of Automotive Asia, Audi’s official distributor in Southeast Asia, told the Cambodia Daily.  
“The market will grow as Cambodian economic fundamentals continue to develop favorably.”Some of Audi’s cars will start at $33,800, cheaper than the average offering of Daimler AG's (ETR:DAI) Mercedes Benz, which also has a show room in Cambodia and sells 20 to 30 cars a year in the price range of $100,000 to $150,000, but Audi’s R8 Spyder sports car could sell for up to $174,000.
"I think the market will get stronger with the official distributor because so far it’s divided into the gray market and official distributors. Having more official players will increase the awareness of official distributors,” said Pily Wong, CEO of the Mercedes Benz dealership in Cambodia, welcoming the competition from Audi. “Their move is a good sign because it shows confidence in the industry and is a good indication that the market is growing.”

Агентство “Автостат” опубликовало отчет о продажах машин на российском вторичном рынке. За первые девять месяцев текущего года было продано чуть более 4 млн автомобилей, что на 2% меньше, чем за аналогичный период прошлого года.
Лидером российского вторичного рынка остаются модели Lada, но их продажи в текущем году сократились на 7%. Среди отдельных моделей наибольшую популярность сохраняет классическая Lada-2107, снятая с производства еще в апреле 2012 года — более полутора лет назад. За девять месяцев на вторичном рынке было продано 164,8 тыс. “семерок” — на 7,3% меньше, чем годом ранее.
Lada-2107 сохраняет заметный отрыв от занимающей второе место Lada-2110, также снятой с производства, причем еще раньше — в 2007 году.
Подержанных “десяток” купили в период с января по сентябрь 136,2 тыс. штук. Впрочем, спрос на модель за год упал на 13,9%. На третьем и четвертом местах оказались Lada-2114 (128,5 тыс.) и Lada-2109 (109 тыс.) “Четырнадцатая” стала популярнее на 0,6%, тогда как “девятка” потеряла 16,1% спроса.
На пятом месте оказалась первая из двух попавших в десятку иномарок — Toyota Corolla. За девять месяцев их было приобретено 99,5 тыс. — на 1,4% больше, чем годом ранее. Удивляться здесь нечему — Corolla за свою почти полувековую историю стала самым популярным автомобилем в мире: совокупный объем продаж этой модели приблизился к 40 млн штук. Не исключено, что месту в “топе” вторичного рынка Corolla обязана сохраняющемуся спросу на версии 1980-х и 1990-х годов.
Во вторую пятерку самых популярных на вторичном рынке России машин вошли еще несколько устаревших моделей “АвтоВАЗа”: Lada-2106 (не выпускается с 2006 года), Lada-21099 (не выпускается с 2004 года), Lada-112 (не выпускается с 2008 года) и Lada-2115 (не выпускается с 2012 года). На десятом месте оказался Ford Focus, но модель также насчитывает несколько поколений, в том числе достаточно старых — машина выпускается с 1998 года.
С 10-го по 15-е места расположились некоторые модели иномарок, традиционно популярные в России, например Daewoo Nexia (52,2 тыс.), Volkswagen Passat (51,2 тыс.) и Opel Astra (40 тыс.). ГАЗ-3110, последняя “Волга” собственной конструкции нижегородского завода, оказалась на 18-м месте с результатом 42,4 тыс. проданных экземпляров. Популярность автомобиля снизилась на 15,2%.
Наиболее заметный рост популярности на вторичном рынке зафиксирован у седана Lada Priora (12-е место, +19,5%), хетчбэка этой же модели (25-е место, +26,9% машин) и Renault Logan (16-е место, +17,3%). Больше всего позиций потеряли уже упомянутые Lada-2109 (4-е место, -16,1%) и ГАЗ-3110 (19-е место, -15,2%).
В топ-10 самых популярных брендов в России помимо находящейся на первом месте Lada вошли, в порядке убывания, Toyota, Nissan, Ford, Chevrolet, Hyundai, Volkswagen, Mitsubishi, Honda и Renault.
В начале 2013 года специалисты агентства “Автостат” подсчитали, что средний возраст иномарок в России колеблется возле отметки девять лет, тогда как для отечественных моделей этот показатель достигает 14,9 года.
Наиболее “молодыми” в России оказались автомобили марки Kia — их возраст в среднем составляет 3,5 года. Далее расположился бренд Chevrolet с результатом 3,9 года. Самыми “старыми” в России оказались марки Volkswagen (10,4 года), Opel (10,7) и Toyota (12,3). Среди отечественных брендов наиболее возрастными оказались автомобили “Москвич” — 25,4 года в среднем.

The BMW Group’s increased purchase of Korean parts is noteworthy in that it recognizes the competitiveness of Korean companies like Samsung and LG in next-generation environment-friendly cars and electric & electronic parts. This is common to all leading European auto makers like the Daimler Group and the Volkswagen Group as well as the BMW Group. 

The Daimler Group, which Mercedes-Benz belongs to, is also continuously purchasing increasing quantities of Korean parts. Having established a parts purchasing organization in Korea back in 2004, the Daimler Group is planning to purchase Korean parts worth €250 million this year. Next year the volume is expected to rise to more than €300 million. The Korean parts purchased by this company are supplied to the global production plants of the Daimler Group in North America, South America, China, India and Japan as well as in Europe. 

“We already have a partnership with more than Korean parts makers in terms of development and procurement,” said Alexander Moeller, vice-president of Daimler Truck Korea. “Still a great deal of them are used in the trucks of the Daimler Group, but an increasing number of Korean parts are installed in Mercedes-Benz passenger cars.” 

The increasing exports of Korean automotive parts to Europe are credited to the improved competitiveness of Korean electronic parts makers with focus on Samsung and LG, and the enhanced price competitiveness attributable to the FTA. 

“After the conclusion of the Korea-EU FTA, the exports of automotive parts to Europe went up 15%,” said Kim Moo-han, senior executive managing director of the Korea International Trade Association. “The synergies between European auto makers and Korean parts makers in the fields of next-generation environment-friendly cars and smart cars are expected to be huge.”

In Myanmar, Hyundai Motor basks in ‘Korean wave’


Hyundai Motor aims to raise its market share in Myanmar to over 15 per cent in the next three or four years, basking in the huge popularity of South Korean culture, the sole dealer for the automaker in the country said today. Hyundai Motor, which opened its first showroom in Yangon in August, plans to set up 14 dealerships in major cities by 2018 as it seeks to crack into the small, but growing market dominated by Japanese car makers, Kolao Holdings said. “Young people in Myanmar who watch Korean dramas visit our showroom and look for cars that were shown in the dramas,” Oh Sei-young, chief executive of Kolao Holdings, said at a media briefing. “Hyundai is really keen on the Myanmar market.”
South Korean culture, known as the “Korean Wave” or Hallyu, has swept through Asia in recent years generating billions of dollars in revenue from drama and pop music. Myanmar’s car market started to bloom around 2011, after the quasi-civilian government of President Thein Sein took over from the military government, allowing some old cars to be swapped for permits to import newer models. 
Myanmar will have a total 331,468 passenger cars registered this year, up 24 per cent from a year earlier, according to Kolao, adding only six out of 1,000 people own cars there. Most of the cars are Japanese, which dominate most Southeast Asian auto markets such as Indonesia. The likes of Nissan Motor and Ford Motor have raced to gain a foothold in the Myanmar market, spurred by the government’s loosening of import regulations on new cars in 2011. Hyundai Motor, which sells the Starex van and Elantra small sedan in Myanmar, targets sales of 1,500 cars next year in the country, Oh said. 
In neighboring Laos, Kolao Holdings imports and sells new cars from Hyundai Motor, Kia Motors and China’s Chery, and assembles knock-down kits of second-hand imported cars, controlling 37 per cent of the country’s imported car market. Kolao Holdings said in a filing yesterday that it plans to raise about US$150 million (RM471 million) through share sales in Singapore to help boost auto financing business in Laos, Myanmar and Cambodia.

Для подержанных автомобилей там есть специфический компонент, но не менее 0,6 евро. Что касается Российской Федерации, у них обязательства для автомобилей между 5 и 7 годами - 20%, а для автомобилей более подержанных - 1,4 евро», - сказала она в ходе слушаний по вопросам подготовки к вступлению в ВТО в мажилисе парламента в понедельник.
«У нас сейчас идут консультации как со странами-членами ВТО, так и с Российской Федерацией по гармонизации наших тарифных обязательств. Вы знаете, что как Таможенный союз мы должны применять единый таможенный тариф, поэтому на каком уровне это будет гармонизировано, будет зависеть от того, как мы договоримся со странами-членами ВТО совместно с Российской Федерацией», - уточнила Ж. Айтжанова.
При этом, по ее словам, Казахстан сохранит высокие пошлины на ввоз подержанных автомобилей старше 7 лет.
«Что касается подержанных автомобилей, я думаю, в результате гармонизации у нас будут высокие уровни пошлин и также мы через техническое регулирование, введение стандартов евро будем регулировать ввоз экологически небезопасных автомобилей, срок производства или эксплуатации которых составляет выше 7 лет», - сказала министр.
Ж. Айтжанова уточнила журналистам, что таможенные пошлины на ввоз в Казахстан подержанных автомобилей старше 7 лет составят после вступления в ВТО 0,6 евро за 1 куб. см двигателя.

The South Korean Hyundai Motor Company is planning to open showroom and service centre in Yangon in September of this year, according to Fortune International Ltd, one of Hyundai’s local partners.
Hyundai is the largest company in South Korea with enormous economic and political power in the country and it is also World’s fourth largest automobile manufacturer. The company was founded in 1967 and headquartered in Seoul, South Korea.The company also owns shares in KIA Motor Company. Some local companies are officially importing and selling Hyundai vehicles.
Fortune International Limited, Hyundai’s sale representative, is importing and selling Korean’s products to Myanmar while also operating other businesses in construction, engineering, telecoms, livestock and fisheries, trading and rental estate.
The Company’s Chairman is Dr. Mya Han who is also vice president of Union of Myanmar Federation of Chamber of Commerce and Industry.

Used car import taxes rise again - Vietnam News


The Government has hiked import taxes on used cars for the second time in three months following a circular released by the Prime Minister. Cars of Nine seats or fewer and an engine displacement of less than 1,000 cc will see import tariffs rise by $800 to $ 5,000 by June 26.

Meanwhile, used cars with a cylinder capacity of between 1,000-1,500 cc will see taxes lifted to $10,000. The previous hike in April saw the tariffs lifted significantly to $4,200 and $9,600 respectively. 

According to recent regulations, in order to  be defined as second-hand, used cars must have been registered in a foreign country for at least six months before being exported to Vietnam and they must have a minimum mileage of 10,000 km. Kia Morning cars assembled by Thaco in Vietnam bear a $4,500 special consumption tax plus $2,500 of import tax for parts and accessories.

"That means fraud is resulting in unfair competition between imported cars and locally assembled cars, especially of the brand that we are assembling," said Thaco's CEO Tran Ba Doung. 

Vietnam imported 4,000 cars worth $60 million in May, bringing the total car imports in the first five months of the year to 14,000 units, worth $247 million, according the General Office of Statistics. Car importers and traders said the April 1 cut in registration fees had encouraged buyers, along with the loosened credits for automobiles. 

According to the Ministry of Finance, Vietnam imported 27,000 cars in 2012, down 50 % year-on-year.
